Message from the Chairman - Mr Tony Hau
As we enter our last quarter for the fiscal year ended March 03, the business environment has never been more tumultuous. Global business environment was under threat when war broke out in Iraq in the first quarter of 2003. Now that the Iraq war is somewhat behind us, the outbreak of SARS is poised to take the business sectors in the region in another tailspin. However, in times of adversities, our resilience has never been stronger too. We see a renewed and urgent focus for industry players to leverage on opportunities that present themselves and, at the same time, to continue to do well in areas they are already strong in.
In China Motion, we have already set our gear in motion. In the last few months, we have announced a slew of initiatives to maintain our growth momentum and to achieve continued success. We moved quickly to penetrate the fast-growing and lucrative mainland telecoms market with our stake in CM Netcom Services, and
we launched ChinaOne - our new brand for fixed line telecom services in Hong Kong
¨C soon after. Most notably, we were among the first to obtain the fixed line services licence in Hong Kong after deregulation.
We will continue to provide distinct service offerings, and to tap on hotspots of growth and innovation in IDD and mobile¨Crelated services.
We will be announcing our full year results in July, and we certainly look forward to your continued support. This being the first issue of our Quarterly Updates, we hope that you¡¯ll find this useful in keeping up with news about China Motion. Of course, if you have any views about how we can do this better, we would like to hear from you too.

Recent Announcements
Jan 20
China Motion Telecom was granted a licence on Jan 20 to offer fixed-line services in Hong Kong. This was the first licence approved by the Office of the Telecommunications Authority after its full liberalisation of fixed-line service operations. China Motion¡¯s successful bid for the first licence after deregulation made it the seventh player in Hong Kong¡¯s fixed-line service
sector.
CM Mobile, the brand for Mobile Related Services (MVNO),
launched Dual SIM Mobile Services with distinctive cross-border capabilities to cater for the telecom needs of frequent travelers between Hong Kong and China. Unlike other services that require separate SIM cards for two different mobile numbers, this one combines them in
one single card, allowing greater flexibility in communications between the two
regions.

Travellers to Hong Kong can now buy a "2-way" stored value SIM card in Hong Kong that helps them save on IDD charges and monthly subscriptions. The card allows users to make local and IDD calls in Hong Kong, and is an industry first, with dual functions of prepaid mobile and secretarial service that allow users to receive messages from
China.

China Motion Telecom announced that it has signed a conditional
agreement to buy up to 50 per cent stake in CM Netcom
Services, a company that provides voice over Internet protocol (VoIP) related services in Beijing and Shanghai. CM Netcom Services is currently 100 per cent-owned by China Motion Telecom Holdings Ltd (Shenzhen), CM Telecom¡¯s long-time mainland partner. The transaction would be the first joint venture between the two after China promised to gradually open its
telecom market following entry into the World Trade Organisation.
Feb 18
China Motion Telecom announced the launch of ChinaOne - its fixed network telecom services in Hong Kong
- by its subsidiary, China Motion Netcom. ChinaOne¡¯s vision ¨C ¡°Communicating China, Communicating the World¡± - offers quality cross-border as well as worldwide communications services for its Hong Kong customers. ChinaOne¡¯s 0050 IDD service will be its first retail fixed line service after its successful application for fixed line license in January. The service is targeted at local SME customers with frequent business contacts across Hong Kong and the
Mainland.
April 11
CM Mobile launched ChinaTone, a Hong Kong local prepaid mobile phone card offering cheapest IDD calls to China. Travellers to Hong Kong and local users will enjoy lowest IDD rates in town for calls to the PRC, as well as value added services such as call forwarding, set at a 24-hour flat rate for calls to China.
May 4
China Motion NetCom Limited, China Motion¡¯s subsidiary for IDD business, launched its the retail IDD brandname ChinaOne0050. The launch also included a new special offer package for its IDD service. Until May 31 2003, clients successfully applied for ChinaOne0050 IDD service will enjoy a special rate of HK$0.38/minute for calls to all provinces of the PRC, with standard price for 24 hours. The special offer will be available for both local fixed-lined and mobile users.
